Research Report: Social Investment in Scotland - A Funder's Perspective on Public Social Partnerships and Social Impact Bonds  

 

Social investment currently has a high profile in Scotland with organisations across the public, private and third sectors exploring if and how different social investments models can help them to achieve their objectives. Charitable funders in particular are keen to explore alternative models of how to create increased impact in times of reduced resources. Despite this interest, there is currently a lack of understanding around how different social investment models work and the potential risks and opportunities they pose for third sector organisations, investors and funders. Focussing specifically on Public Social Partnerships (PSPs) and Social Impact Bonds (SIBs), this paper provides an overview of each model and then from a funder's perspective, critically assesses the potential they have to (i) attract new investment for services from private and charitable funders; (ii) produce high quality services that achieve social outcomes; (iii) minimise the costs to the public sector in achieving these outcomes; and (iv) improve the sustainability of services.
